Trash Talkin' RFID

If you go to this link and scroll to the top, you'll see the original entry by joeslat. He says: I have RFID on my two trash barrels. One of them works fine and the other does not. The events that support them for in/out status are identical, but they don't behave the same. When they are both in the garage, they both show up on the RSSI Java feed. When they are both on the street, they both disappear from the RSSI Java feed. However, for one of them the following event work fine, while for the other the event does not fire: He continues with more detail you might understand far more than I am able to fathom it.

No where is it explained why joeslat would be doing this. There must be a good reason, right? If you know, perhaps you'd be kind enough to share it with us? Thanks.
