Bird Flu Licked with RFID?

I just have one little bird-brained question about this news piece.

Digital Angel has patented its 'Bio-Thermo' implantable RFID Microchips in the United States... They might find use in monitoring the bird-flu pandemic. Scientists can determine bird-flu cases by gauging the body temperature of birds.

My question: How do you get the darn birds to routinely parade in appropriate proximity to the reader? 'Here birdie, birdie, birdie... over here little guy?' Do these chips have the transmission power of Westinghouse Broadcasting?
